During 2013, the Planning Commission continued its focus on the benefits of a city-wide plan for Vancouver and related issues, building on the outcomes of dialogues in 2010-2011 on the relationship and tensions between city-wide planning and neighbourhood-scale planning.

The city-wide plan committee also engaged in extensive study of the  Metro Vancouver Regional Growth Strategy adopted in 2011 and the City of Vancouver's draft Regional Context Statement, required by provincial law to demonstrate alignment of the City's policies wtih the regional growth strategy. The Planning Commission prepared a statement on the City's draft and presented it to Council at the public hearing in June.
